Microcredentials improve completion and employment rates

A pilot with three different training organisations confirmed how microcredentials can improve completion and employment rates.

The goal was to prepare learners to get a job as a data analyst. The pilot involved selecting, training, and connecting learners to jobs.

Three types of training providers were engaged to identify best practice across each type of training provider: a public Technical and Further Education (TAFE) provider and a private provider (both registered training organisations), and a non-registered private provider. Employers were engaged to support the delivery of courses by adding in microcredentials that met their skill needs.

Out of 120 participants, 86 percent completed the program, and 63 percent secured employment.

Success was attributed to the use of aptitude tests to guide participants’ digital skills development, personalised training, employer participation, and linking training providers’ funding to completion and employment outcomes.

“We’re seeing a massive need for data analytics skills and piloted a mature cohort and an Indigenous cohort. Some people were hired even before the course ended. The intensity of the course meant that some people already working couldn’t attend, so we have now developed a more flexible option to make it easier for people with a full-time job to upskill.”

Pilot helps queensland employees build their digital skills

Employees at Queensland’s (then) Department of Employment, Small Business and Training (DESBT) wanted to take their digital skills to the next level.

They were already digitally literate but wanted to advance their digital skills so they could use technology to better help people across Queensland.

To achieve this, in 2022 the department partnered with the DSO to run an advanced digital skills pilot for regional teams working in service delivery and customer care.

The employees used self-assessment tools to figure out what digital skills they needed to work on and then did tailored online training to improve those skills. All the digital skills were based on the DSO’s Skill Standards, which align to employer needs.

The training gave DESBT employees the extra digital skills needed to help them do their jobs better and set them up for career progression.

Reimagining job classifications

The continuing growth of Australia’s digital workforce has seen digital skills become essential across all industries, making traditional job classifications based on occupations increasingly unable to fully capture the skills required to perform a job role.

A way forward is to develop a flexible skills-based approach to describing job roles, which is better suited for today’s workplace.

To lead the debate the DSO worked with Accenture and the Nous Group, who analysed thousands of job advert data points, to create a skills based taxonomy across the whole workforce, covering ‘digital expert workers’ like computer programmers and ‘digital enabled workers’ like accountants.

This common set of skills-based job roles across the entire workforce establishes a structure through which to assess, monitor, and adapt to the changing needs of the labour market. Employees can develop a broad set of skills for a range of roles and industries, while employers benefit from a wider pool of candidates with transferable skills.

The taxonomy may be piloted with employers, who have been calling for a better way to describe their job roles and the needs of flexible teams.

Unique opportunity for vetsector

The speed at which technology is changing the way we work, learn, travel, get healthcare, and communicate with each other continues to accelerate. It took 16 years for mobile phones to reach 100 million users worldwide, while TikTok gained 100 million users in just nine months.

This trend highlights the urgent need for a reformed, agile VET sector that can keep pace with the speed of technological change. Recent breakthroughs in Generative Artificial Intelligence (GAI) have brought this need into even sharper focus.

While Artificial Intelligence recognises patterns such as speech or pictures, GAI can generate all sorts of new text, music, and art within seconds. ChatGPT is the language generator that has received the most attention. It reached 100 million users just two months after its November 2022 launch.

GAI is already having a significant impact on training and the skills required in the workplace, providing a unique opportunity for VET to transform and lead the delivery of practical and just in time new skills that everybody will need.

Mapping out australia’s path to tech jobs future

An influential forum of key stakeholders in the tech sector is aiming to transform the way Australia attracts and trains tech workers.

Initiated and facilitated by the Tech Council of Australia and the DSO, the Digital Employment Forum (DEF) brings together major technology employers, governments, and educators to work towards shared goals to address the country’s tech talent shortage.

The DEF has demonstrated its strength and effectiveness as a forum for identifying and implementing practical solutions to critical issues, amongst stakeholders.

In a report titled ‘Getting to 1.2 million’, the DEF laid out a roadmap to create a thriving Australian tech workforce, highlighting Australia’s tech jobs opportunity, the barriers the industry face to meet this opportunity, and what industry and government can do to reduce these barriers.

Launching the report at Parliament House in 2022, the Hon Ed Husic MP, Minister for Industry and Science, said the Australian Government would act on the report’s five calls for action: “The report finds that Australia will need an additional 650,000 tech workers by 2030 to meet the 2030 target [of 1.2 million tech-related jobs] and we can only do that if the tech industry and the government works closely together.”

Emerging trend: digital badges

Demand for digital badges is experiencing rapid growth. According to the ‘Open Badge Count” report’* released in February 2023, the global use of digital badges has surged by 73 percent since 2020. Although specific figures for Australia are currently unavailable, it is probable the adoption of digital badges reflects the global trend.

Digital badges are particularly well-suited for microcredentials and shorter vocational training. These serve as online credentials that signify a learner’s accomplishments in a course or program, providing benefits to students, trainers, and employers. Students can showcase their skills, trainers can validate program quality, and employers can efficiently evaluate skills and qualifications. In the future, digital badges will become commonplace in job applications and included in digital resumes or portfolios.

Notably, the DSO Pilots with DESBT, Canberra Cyber Hub, and the Digital Confidence for Government Executive program, each offer digital badges, allowing participants to showcase their newly acquired skills by displaying their badges on LinkedIn.

Digital badges offer a promising solution to the challenges of assurance and presentation of credentials and skills recognition, through developing common standards, promoting recognition, and providing secure platforms. This benefits lifelong learning, skill development, and employability.
